Legal Question in Family Law in Illinois

My boyfriend has not lived with his ex since July he forwarded his mail then. Somehow his ex has gotten his mail coming to her house again and opens it sends him pictures of it with ridiculous comments. Is it illegal to open his mail and how do you press charges?
