child support/States involvement

If my daughters mother is not collecting state aid and she wants to work out child support between the two of us, can I go through the courts to end the States involvement in collecting child support on the mothers behalf?

Your question is confusing because I'm not sure what you mean by "States involvement in collecting child support." The key issue is what has the court ordered and what would it be willing to do. A court will let you settle an arrearage downward but I doubt it would let you stop paying support entirely. If your really just asking about support being withheld, that's just a procedural thing that can be stopped but the monetary obligation would remain.
