Legal Question in Family Law in Illinois

I have been divorced over eight years and my ex husband has refused to refinance the house. It was his to begin with but we refinanced it while married. I have asked him numberous times to refinance but he says he was denied. However, he has built a new garage, bought a new corvette and taken numerous trips. I would like to now begin legal proceedings. I am sending a last request by registered mail telling him that if he doesn't refinance within 90 days, I will proceed through the court. Do I have a case? What do I do if he does not refinance within 90 days?
