Legal Question in Family Law in Illinois

Mother is moving child from Il to FL with her new boyfriend next week. Father is incarcerated til Sept. They never married, but signed VAP at birth. I have POA to handle his affairs. Can I petition the court for visitation in his behalf?

I doubt it. POAs would not fly in family court on custody issues
