Can a father sign over his parental rights before his child is born--name removed--If so, how would one go about doing so?

No. Before the child is born, it is not a child. It may not survive, the mother may decide to kill it, etc. Also, the court doesn't know who the father is, so how can you give up rights to something that the court has not even decided you have any rights to?
