can a person ask the judge for a court appointed lawyer in family court if the other party has a lawyer

or can you file( informa-pauperis)

The court does not appoint lawyers in civil cases, unless the person is facing contemnpt. Yes you can seek to proceed in forma pauperis, but that only deals with filing fees.
