Legal Question in Family Law in Illinois

i was was wondering if the state of illinois allows a minor child to be covered under state health insurance if said child was already covered under a parents health and dental insurance plan from there employer. and if this is not allowed what would happen if the state were to find out.

I would presume that if the child is already covered, then the app for state insurance would be fraudulent and the parties can be sued for repayment of any benefits paid by the state insurance. They would find out the first time a claim was paid, if the other insurance is disclosed to the medical provider.
