Helped my friend rent a car on my credit card because he didn't have one. He ran up a bill for $4000 and won't pay it. We both signed rental agreement. He signed as secondary driver. Want to take him to small claims court but court fee is 300$. Will the court make him pay?

Getting the money is often the most difficult part of a lawsuit such as this. The court will not "make him pay," but if you win, you will have a judgment against him which might allow you to garnish wages or bank accounts.
I agree with the other attorney and would add that it is not clear about what you mean about making your friend pay. Are you referring to the $300 court fee? If so, my response is that if the court enters a judgment in your favor, court costs are awarded; but if you want to collect on your judgment, that is a post judgment matter.
