Legal Question in Civil Litigation in Illinois

i have a parking ticket from city of chicago for 4 mins overstay, based on their new orordinance was passed on 02-10-2010 that allows the withdrawal of one parking meter violation per vehicle per calendar year if issued within 5 minutes of the expiration of the pay box receipt, but i tried to call the parking hotline and according to them that administrative law judge robert a. sussman #68 already have findings,decisions and order for me to pay the $50 violation fee and they can not dismiss the ticket due to they me guilty already. in order to overturn or change the verdict i need to file a civil law suit againts the city of chicago and paying the appropriate state mandatory filling fee between $187-$400...is this a joke???....they are just giving me a hard time by charging so much to contest my ticket and would like me to just pay the smaller amount of $50 just shot up my mouth but this is not a matter of money but principles...i need help and i hope your kindness will assist me to this matter. thank you so much

Pursuant to the grace period ordinance, you have to contest the ticket within the applicable time period, claiming the grace period as your defense. This is similar to getting a notice of violation even if you had a valid, non-expired receipt in your window. You would need to protest within the time period allowed. Otherwise, you have no basis for a claim.
