can you reply to a response to a motion to vacate dismissal

Generally, Courts will permit a party to file a responsive pleading to any motion. Usually the Court will grant what's called a "briefing schedule" whereby you are given time to respond to the motion, the party bringing the motion has time to file a reply to your response, and the motion is continued to a new hearing date.
Sometimes the Court will ask you to articulate the basis of your opposition to the motion before granting a briefing schedule.
