Legal Question in Immigration Law in Illinois
How can help my husband for a visa. We are married 2 years and we also have child of 2 years. He has been in the United States 9 years.

The answer to your question depends on many factors that you didn't mention in your post: on what visa/how did he come to USA?; has he ever applied for any immigration benefit with the USCIS; had anyone ever petitioned for him; was he ever arrested and/or referred to Immigration court for removal proceedings?
If he is in USA and you are a USA citizen, you might be able to petition for him. However, you should discuss his legal options with a knowledgeable attorney before submitting any applications to the USCIS.
