Do legal imigrants that get convicted of a crime like drugs (possesion of a controled substance), and then get deported allowed back into the U.S.?

Usually, no. Usually, it's a permanent ban. There are a few exceptions when a person can obtain a waiver. It doesn't apply to drug-related convictions (for something other than possession of under 30 gr of marijuana) and subsequent deportations.
