can your boss/company make you use your car for company business if when you were hired you said you would not?

Unless you're under a union contract, or other work agreement in writing, Illinois remains an "at will" state and they can fire you for any reason, or NO reason, just as you can quit any time. For all you know it may just be their way of trying to make you quit so you can't get unemployment if you're otherwise entitled to it, as opposed to their laying you off or firing you where you might be entitled to it. Your choice unless there's some pretty blatant discrimination going on.
