Employee Wages

I had hired an employee who read, agreed to, and signed a contract which stated that 1 week of employment will be held if in the event she gives less than 2 weeks notice. If 2 weeks notice is given then no pay is withheld. 1)Is this okay to do? 2)If I need to pay her regardless, can I dock her pay to minimum wage instead of her regular agreed hourly rate? #)Can I get in trouble with the Labor Union?
