Legal Question in Employment Law in Illinois

My husband lost his job in July 2010. His health and dental ins was good thru the end of July 2010. However we found out his dental was canceled as of June 1, 2010. One month before he was terminated. Also, he had emailed his former employer about COBRA benefits and received a response stating they would get the information to him right away. The information never came. It has now been over 90 days. Is this something we should contact a lawyer about?
