What legal recourse do I have if I feel a supervisor is continuing to harrass (not sexual, just general nastiness) me at work after complaining to upper level management with no results?

The answer depends, in part, on why you complained to management about him. For example, if you complained of illegal activity, you are potentially protected under whistleblower laws. Or, if you complained about terms and conditions of employment, you may be protected against retaliation under various labor laws.
