Legal Question in Employment Law in Illinois

I have resigned from my position in a social service organization in Illinois.I am being told that I need to sign a document that states I won't sue them in the future, and if I don't sign, I will not get my PTO bank payout or my bonus that comes at the end of our fiscal year if I meet my target, which I did. Is this legal to withold and if not, what do I need to do next.

It is unlawful for an employer to not pay earned wages (PTO and earned bonus). Period. They cannot condition such payment upon you signing a release and agreement to not sue unless they offer something above and beyond that to which you are entitled to (i.e. severance pay).
