As a new sales employee can an employer terminate you if on the second month you did not reach your sales quota but exceeded the first month

In Illinois an employer does not need a reason to terminate you so long as the termination does not violate an express or implied contractual term or law. For example, if your employer holds you to a different standard than other employees because of race, color, age, national origin, sex, sexual orientation ,disability etc., your termination might be unlawful. Has your employer consistently fired other employees for not meeting their quotas?
