Legal Question in Employment Law in Illinois

I won an unemployment claim through my local unemployment office in Illinois. My former employer tried to protest but she missed the protest deadline. She tried to lie and say the letter sent to her with the protest deadline took 11 days to get to her even though it was mailed from 1 county away!! The referee dismissed the case. Can she say anything to the review board to get them to re-open the case?

I highly doubt that the Board of Review will reverse on the grounds she is attempting to argue. IDES strictly observes whether a protest has been timely filed. Her excuse does not sound legally supportable or persuasive.
