Legal Question in Landlord & Tenant Law in Illinois

Would I or my landlord be at fault if she failed to return a 2900 dollar deposit to me, and since then I have withheld rent. It is signed and stated that this upfront deposit would be return on march 26, 2016 whether or not we signed onto a new lease. We did sign a new lease, only with a different security deposit carrying over. Rent was also due on that march 26th, in the amount of 1475, for the first payment of the new contract. She refuses to return the deposit, so I have withheld rent.
