Dependent Privileges
A woman is divorced from a military member and has custody of their minor dependent daughter. The daughter has a dependent ID card and receives medical care from the base.
Can the mother bring the child to the commissary for grocery shopping (mother has access to the base as a civilian employee)? Can the father deny the child access to BX/Commissary in DEERS?

Yes she can. And if she did not have base access she would be entitled to a non-privileges ID card so the daughter could exercise her privileges.
No, you cannot deny the privileges.
