Legal Question in Personal Injury in Illinois

My car accident occurred over 3 years ago. The other sides policy limits can't even cover my medical bills. My attorney has not filed any claims against the defendant for further compensation because he said he was a "dirt bag" However my attorney stated he will file a claim against my insurance for under insured motorist. My attorney stated he can still go after my insurance as he has filed a claim against the defendants insurance. He said he can't do this until the other is finished. Which is okay with me. However, when will the other insurance company pay? I had my deposition with the other insurance's attorney 9 moths ago. The policy limits will not cover my medical bills. Why isn't my attorney taking care of this? I have called him for 2 weeks and he has not returned my calls. My attorney has a bad habit of not returning my calls. I have spoke with him maybe 5 times in the past 3 years. Should I fire my attorney and hire another one? I am in financial ruins. The accident happened in TN. Please help.
