Legal Question in Personal Injury in Illinois

I was in a car accident today. I was making a left turn when the light turned red. A person in oncoming traffic did not stop and hit me head on, but i was issued the ticket. why was i issued this ticket and did i have the right of way?

You ran a red light. Whether you had a right of way is subject to interpretation.
