Legal Question in Personal Injury in Illinois

Our local police department totaled my mothers car and caused damaged to my car with one of their meter-maid vehicles. This happened at 4am and there is no report of WHAT caused the accident. Some witnesses say the driver seemed drugged/drunk but it could of been from the accident itself. They are now offering to pay $5,000 for the car and nothing for mine. We feel that this is such an inconvenience and are suspicious of the lack of information given to us from the accident itself.

What legal steps can we take to get more $ out of this situation and to get my car repaired as well?
