You have a right to an association and they are supposed to pay all fair assessments and it helps on property values and future sales especially if a place has no past due assessments and also has money left over too. You can download and read the Illinois condominium property act to get an idea as to what the law is here and what you can do. And/or you can hire an attorney who specializes in condo law to help you out. As for harrassment, get everyone a copy (or access online) of the law and see if they back off or contact an attorney. ? Are the apartments condominiums or cooperatives, or what? If it is an existing condo or co-op there are or should be existing governing documents -- for condos a declaration and bylaws that are recorded in the county, and normally sets up a condo association that may or may not be a corporation -- some older buildings don't have corporate condo associations. For co-ops there is a building corporation and it should show up on the Secretary of State's website as a not-for-profit corporation. You have a right to have the building operate per its enabling documents as such. An attorney can help figure out what you're dealing with, and go from there.
