if I go into foreclosure on my condo, who is responsible for the taxes and the monthly assesments?

while you are technically responsible, the assessor does not file a personal complaint for payment nor sue on the real estate taxes; and lenders have not been suing for a deficiency judgment-so it will probabnly fall on the lender's side to pay those charges.

The lien of taxes is filed in the chain of title to the parcel of real property. Assuming that you file a petition under the US Bankruptcy Code, you could discharge your personal obligation to pay.
