Legal Question in Real Estate Law in Illinois

I am HOA officer in St. Clair county, Illinois and one of the HOA's homeowner's tenants has damaged HOA common property. Can the HOA fine the homeowner or the homeowner's tenant for the damage done to HOA property?

Only if the bylaws allow it. Otherwise your remedies would be filing a claim with your insurance, or a civil lawsuit against the responsible party.
