I suggest that you contact your alderman first. If that doesn't work contact the building inspector and suggest that this is now a permanent structure since it has been there a year and perhaps they will do something about this. Otherwise, you can check the ordinances for Chicago and see if this may constitute a nuisance. If you have not done so already you should review the Association by laws for a violation.
