Legal Question in Real Estate Law in Illinois

I suffered property damage to my vehicle from city worker using a string trimmer on the median. The insurance company denied my claim because I did not stop at the time or report the incident right away to the city. I called the police as soon as I arrived home and took the vehicle down to the police station within hours of the incident per dispatcher. The police officer would not inspect the vehicle or write a report because he said this is a civil matter and not criminal. Later I find through his superior he should have filed a property damage report, which now I have a report number and dispatch number of the police call. I sent a dispute letter to Travelers along with pictures of all the debris on the median plus instructions on proper use of a string trimmer, again denied because I did not confront the city worker or give them the opportunity to inspect my vehicle right there. Do I have a small claims case I can possibly win with these circumstances?
