Keeping TX DL address in IL
A friend moved to Illinois from Texas some years ago, but has never changed his address for his driver's license and still registers his car in Texas. What are the min/max penalties for this? What is the best way for the friend to fix the situation without facing legal trouble? Would I be participating in legal activity to help register his car in Texas?

I don't know the Illinois penalties for his actions, but you risk criminal penalties for actively perpetrating the fraud. If he chooses to continue to register his car, that is his business, and you need to step away from this.
