parking

while in a parking lot parked to say hi to friends, then noticed a cop by my car i just froze he said i was parked bad. does he have a right. to issue a ticket.

Well cops do have the "right" to issue tickets. I can't say whether this particular cop had authority to issue the specific ticket that he apparently issued since I don't have all of the facts. If it's a parking ticket, pay it.
