My brother suffered a massive heart attack recently resulting in some brain injury. Since then he has regained his brain function but not mobile function. He is unable to write to sign a power of attorney. We need to obtain one to handle his medical and financial affairs. He understands everything and can speak in a slow raspy voice and we understand everything he says. Can we get a verbal power of attorney?

If your brother can make an "X" on a document, that can serve as his signature. There are technical requirements when this method is employed, so be careful to ascertain what these requirements are and how to follow them.
No, an oral power of attorney will not work.
If it is possible for him to make any kind of mark on a document, that is sufficient. An oral power of attorney will not be recognized.
