I am the owner of by brothers life insurance policy. My younger sister is taking power of attorney over him due to him being mentally ill. I want to know if since she is doing the power of attorney do I have to turn over the ownership of the life insurance...

If you are the sole owner of the policy, then your brother does not own it. Based on the limited information you have provided, there does not appear to be any reason the ownership of the policy would have to be turned over to your sister.
