If a will has been established through the court, and the person decides to make a change and puts a handwritten request in with the will, signed and dated, but not notarized or witnessed, is it a legal contract?

All due respect, the question is unintelligable. Wills get admitted to probate after death. During life a will can be changed if proper attestation procedures are followed. It does not need to be notarized but it must be withnessed by two people.
