Legal Question in Workers Comp in Illinois

My Knee was injured at work on october 31, my last day of work was november 1st. I was off work for 9 days, I returned to work nov 16th. I asked the doctor if I could go back full time, he ask if i thought i could do it, i said yes.

I received a compensation check dated 11-6 / 11-12, this check not cover 3 days of pay. My employer explains that under Illinois compensation law they do not have to pay the first 3 days of claim unless i was out of work for 14 days or more.

Is this correct.
