Can any penality be imposed on a person submitting a false complaint on a notarised affidavit to a govt. deptt.

This amounts to perjury and is even otherwise a punishable criminal offence under the IPC for which punishment can be even jail.

yes, submitting a false complaint is an offence more particularly if on the basis of that complaint someone can possibly be harmed. It is an offence under IPC.
