they are the three stages of an rule/act comes into existance - the govt.by

proposal - intends to do

resolution - decides to do

order/notification - announces the act/rule etc., to to be adhered!

the heirachical oder is proposal- decision and announcement!

The following three are in hierarchical / time sequence--

1. PROPOSAL--Signifies government intention. [Non-actionable]

2. RESOLUTION--Signifies the government's resolve to do something in pursuance to its intention. [Non-actionable]

3. ORDER / NOTIFICATION--Signifies a public act by the government by way of publication etc., whereby the concerned resolution is announced to the public in the form of a notification or order or rule etc. [Actionable].
