Can court quash confirmed employees after confirmation on the ground that the appointment was not regular?

Your question amounts to this--

If initial appointment was illegal, can it be held void after confirmation?

The answer is obvious--YES.

There is a differece between illegal appointment and irregular appointment.

An irregular appointment can be made regular, but illegal appointment cannot be either made regular, and it can be hold and quashed at time.
