Advice
1. Get hold of all relevant guidelines, rules, regulations, orders, instructions, circulars, examples [where such benefit has been given to others], case law [where other departmental employees might have filed a case in the court in similar circumstances] etc.
2. Send a fresh representation on the basis of the above, filed by an advocate.
3. If the fresh representation does not yield result, file a writ in High Court as per advice of an advocate.
