Legal Question in Civil Rights Law in India

We had purchased some land in 1997 and the owner now is asking for more money telling he sold it at less price then. Since he was threating us and destroyed part of the fence we went to Court for getting Injection order as he is influencial with local police. Now he is not even coming to court and court said they would issue order on us and cancel the case.
Bigger issue now is he has gone to some local panchayat member who is scheduled caste and that member has threathned my dad if we dont pay money he will file a case agianst us stating we used some abusive langauage agiant his caste. His brother is an ACP in Police dept and we need some legal help how to solve this ?

dear client.............

Have the land mutation in ur name.... and all the tax being paid by you.....

file a complain to DSP and seniors officials about the thretening given by the person....and also file a case in court for such threatening .
