Generally a consumer complaint is filed within the local limits where the opp party resides or has an office thereto. So to file a consumer complaint you have to file it within the local jurisdiction. However if the security amount is a huge amount then you can directly approach the state or the national commission.A complaint to TRAI is also a remedy.

Yes you can, but you need to satisfy the court that the cause of action arose at your place or subject matter situate at your place.

The case has to be filed within whose jurisdiction the opposite party resides.

1. You can also complain to the TRAI.

2. You can also file a writ in the Allahabad High Court.

3. Telephone lok adalat, if it is organised locally, can be approached conveniently.

4. A properly drafted complaint to National Consumer Commission remains a possibility.

You should file your case either in the area where you deposited the security or the area of HQs of BSNL.
