My car loan EMI will bounce as the SB a/c is blocked because of bank's mis communication. How to send notice to bank?

You can send notice through lawyer. You can file a case against bank in consumer forum and claim the damages.

If you have enough balance to meet E.M.I. and the instrument is properly signed and
entered by you then you have no liability, and if Bank have intimated you well in advance the inconvenience then you may pay the E.M.I. through cash or other way cancelling the cheque.
