can i file a case against doctor as he make a surgery and i got no relief

yes you can approach the consumer court or even civil court and file the damages... u can also hold him guilty for criminal negligence in case the facts say so.

You can file a case against him in the consumer court only if there is written opinion by some doctor that the surgeon was negligent.

Doctors and lawyers cannot guarantee you the results. They only do their best possible efforts. Unless you can pin-point negligence on behalf of the doctor, you may not be given any compensation by the courts. Therefore, avoid litigation and try to reach an amicable settlement.
