internet service providers
is it illegal to use spyware softwares by internet service providing cafes? what charges can be brought against such people who install spyware programmes on public computers without telling the customers about it? is it a privacy offending act?

Using any software having it procured lawfully is not illegal whether it is used in public net cafe or private pcs. But you only asked whether use of it permitted or not. The list of unauthorised software published by the authority does not contain spyware.
