Being late in office due to train

The train had to reach Indore at 3:30 in morining at Monday but it reached 3:00 o,clock after noon on Monday i.e. nearly 12 hrs late. because of that I had to take casual leave on that day. And 12 hours of extra journey in summer was really very hectic. Is there any rule for this to penalize the railway department. If they are not able to manage the railway traffic, why should we suffer..? In my view one or two hours late is manageable but late of more than this, makes our already made timetable irrelevant.

This has become like a routine with Indian Administration. You can file complaint with consumer forum or railway tribunal for this..
