Please let us know as to for what are the reasons the officer is not providing passport.

If the passport is held without any justification or unauthorizedly then its an offence, and you can move appropriate application to the high court, and can also compliant to vigilience and superior authority

You cant file criminal complaint against Passport Department.

But you can lodge complaint against any officer who is harrasing you in the Head of Concerned Department with CC to Chief

No,you can not file complaint but you can approach higher authority.It is advised that you make query or ask for information under right to information Act asking the reason for non issuance of passport and also status of your application and then decide your course of action.
