Legal Question in Civil Litigation in India

Sir , Chandigarh CAT has passed an order for revision of seniority to CMD , BSNL . BUt the CMD BSNL has not endorsed the order to the teritory head / Circle head . AS a result the circle heads are giving local promotions basing on the old seniority list . Can we file an EP in the CAT of our jurisdiction ? Or else what is the procedure ?
