Applying for a visa in a country other than one's own
I am a British citizen as of 1998. I have lived in India since 2 years after my birth and have never lived in UK since. I had a five year visa in India which expired June 2002. I will be going to India on a visitor visa soon. Both my parents are Indians. I have no residency in the UK.
I am currently in the US on a F-1 visa issued at the US consulate Mumbai. My F-1 status has switched to H-1 as of April 7th. As I am to visit my parents in India, to return I need to contact the US consulate for the necessary stamp. Will the US consulate in India entertain my request for a visa as I am not an Indian citizen? Or can this only be done by going to UK? As I explained before I have no residency in UK.

You need to provide them with evidence of your legal status in India. Show them a copy of your visitor's visa and get an invitation letter from your parents. That should be enough for them to take jurisdiction.
