Can a husband accompany his wife on a dependent Visa?

It depends on a visa category. In many U.S. visa categories, yes. While in some, no.
Immigrant Visa category is based on who filed for whom (degree of relationship) and marital status of beneficiary.
In Non-immigrant visa categories, usually, the answer is 'yes'.
