Legal Question in Employment Law in India

I'm working in a computer consultancy, this company has criteria that on completing 4 yrs employee will be promoted to ITA(from ASE) , at the time of promotion they stopped my promotion and said since you did'nt worked for 2 quarters so, you will not be promoted, the whole thing is : they did'nt allotted any project to me, or probably thy don't had any project in the technology in which i was working. so my rating became "D", it should be atleast "C" for promotion, but i said" it's company's fault, that they failed to give project to me, i did'nt said that i will not do work.
If this was the case they should have told earlier only, that promotion will be affected if you do not have any project, Now they are not promoting me, Please help, What should i do....

Were you attending the office regularly ?
Or you took two Quarter off.
In normal circumstances, if you are complying with all term and condition of the company, you deserve promotion.
As far as grading is concern in IT companies it is on the basis of work quality an team play not as per the duration of employment.
Please, explain grading system for your company for query relating to grade.
If, "no work allotment no promotion" clause is not included in your contract or company policies they cannot invoke it.
